MPU Holds Seminar on Interpretation of Macao New Investment Fund Law, Delivered by Mr. Calvin Tinlop Chui

Macao Polytechnic University, Faculty of Business organised a thematic seminar entitled Interpretation of Macao New Investment Fund Law at Lecture Theatre 3, 1st Floor, Wui Chi Building at 3:00 p.m. on 18 March 2026. The event drew wide participation from students, academic staff and industry practitioners. The seminar was delivered by Mr. Calvin Tinlop Chui, Co-Managing Partner of Leto Law Firm and President of Macao Financial Law Association. With profound professional expertise and extensive practical experience, Mr. Chui delivered an in‑depth analysis of the evolution and future opportunities of Macao’s investment fund legal regime.

Mr. Calvin Tinlop Chui began by reviewing the background of the original 1999 decree, highlighting its foundational role in the early development of Macao’s financial industry. He further deconstructed the enactment of the 2025 new legislation, emphasising its major advancements in regulatory framework, policy intent and institutional design, and elaborated on how the new law lays the institutional cornerstone for the investment fund sector in Macao’s modern financial industry. The seminar also explored the regulatory philosophy underpinning the legislation and, in light of recent market developments, analysed its far‑reaching impacts on local and cross‑border financial activities.

A seasoned lawyer specialising in financial law, Mr. Chui has led numerous complex financial projects, including bond issuances, investment fund establishment, financial leasing and cross‑border listings. He also serves as a member of the Bond Review Committee of a local exchange and the Supervisory Board of a bank, and is an adjunct professor teaching commercial law and financial law at a university. Armed with practising qualifications in Macao, New York State and the Guangdong‑Hong Kong‑Macao Greater Bay Area, as well as academic credentials from the Catholic University of Portugal and the University of Chicago, Mr. Chui’s sharing integrated international perspectives with local practical insights.

In closing, Mr. Chui shared his outlook on the unique opportunities brought by the New Investment Fund Law to Macao. He observed that the new legislation will help enhance the competitiveness of Macao’s financial market, attract more international capital and professional institutions, and drive the local financial industry towards greater diversification and specialisation. Participants generally commented that the seminar was presented in an accessible yet professional manner, offering both theoretical depth and practical enlightenment, and was highly valuable for understanding the latest developments in Macao’s financial legal system.

The event not only deepened the understanding of the New Investment Fund Law among the academic and industrial sectors, but also provided important insights for the future development of Macao’s financial industry.
